Personnel Services handles the 小蓝视频's personnel activities, including recruiting and selecting employees, maintaining employee records, and collective bargaining agreements alongside ongoing support and resources for current employees. Learn more about our services below.

Human Resources Services

The Human Resources Services team provides many services for employees, listed below.

  • Updates and retains personnel databases, employee records, collective bargaining agreements, and work calendars
  • Oversees evaluations, mandatory training, and staffing changes
  • Supports employees with processes related to their employment
  • Fosters collaborative and cooperative professional relationships
  • Hosts regular Human Resources District Leader meetings (contact hr@smcoe.org for meeting information)

Personnel Commission Services

The Personnel Commission Services team supports the County Office of Education's classified human resources management needs while upholding the Merit System Rules & Regulations, which have been set forth to treat employees and applicants fairly and equitably. It also provides administrative support for the County Office of Education's Personnel Commission.

Employee Benefits

Employee Benefits houses the employee benefits administration, including CalPERS and CalSTRS retirement benefits; health, dental, vision plans, and group life insurance; deferred compensation 403b and 457b plans; and flexible spending accounts. Professional Development and Employee Experience

Professional Development and Employee Experience collaborates internally to facilitate onboarding, internal training and growth, and to build a strong, positive culture at the 小蓝视频.

Livescan/Fingerprinting Services

Our fingerprinting services are available to the 23 school districts in 小蓝视频. This service helps school districts conduct thorough background checks on newly hired employees as part of the hiring process.

Credentialing Services

The Credentialing Services team oversees credentials for employees of the 23 public school districts in 小蓝视频, as well as the County Office of Education. This includes evaluating eligibility for certification, preparing applications, and advising school personnel regarding legal teaching assignments. The department also monitors payroll for employees in certificated positions to ensure they hold a valid credential or permit, as required for employment in these positions.

Title IX and Non-Discrimination Statement 

Federal Title IX of the Education Amendments of 1972 (“Title IX”), implemented at 34 C.F.R. § 106.31, subd. (a), provides that no person shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any academic, extracurricular, research, occupational training, or other education program or activity operated by a recipient which receives federal financial assistance.

Labor-Management Relations

The 小蓝视频 recognizes one certificated (SMCEA) and three classified (CSEA 158, CSEA 789 and CSEA 887) bargaining units as well as Confidential and Management employee groups.

小蓝视频's non-management certificated employees are represented by the 小蓝视频 Educators Association (SMCEA). The classified employees are represented by the California School Employees Association (CSEA), which is comprised of three separate units representing employees in office administrative, technical services, and educational support occupations. The County Office works with its employee groups to reach agreement on the terms and conditions of employment.
